On Thursday, July 28, 2011 at approximately 10:58 p.m., the victim Joseph Troogstad was shot and killed while in the area of 4700 N. 20th Avenue. Witnesses saw several black males, in their late teens/early twenties, hanging out in the area where the victim was shot within half an hour of the shooting.
